The 2nd Continental Congress took place in Philadelphia on May 1775. This time not every member of the congress wanted independence. Some people were loyal to the King and others were not. Some thought that the colonies wouldn't win against Britain. They then spent months debating on the next step. Later, Jefferson writes the Declaration of Independence explaining why the colonies wanted to be seperate from England.
